I agree with the last bit of sentence so much!  To be situated in a city -- that's what matters. And maybe Ankara has a relatively short modern history of documentation, and that makes our job difficult in terms of finding some common ground with a rhythm of the place, or mega cities. Think of Söğütözü, though. Think of newer centers, compared to old Ankara. These new centers appeared in the place of what used to be smaller, village-like settlements, as land price and development rose steadily over the last decades. Why do we have a relatively calm(?) Ankara, as opposed to the crazy mega city Istanbul?
