Students know what to do at each station because Ms. Ogier went through a series of steps in order to teach expectations. Before the students even started reading, her class had a discussion about what each station would look like. She then modeled and remodeled before having the students try it out. In order to maximize instructional time, she made sure that every single student was successful at each station before she started her guided reading groups.

A few procedures include putting hands on heads when the bell rang, quickly transitioning and getting supplies out without talking, etc.

I would rate her as distinguished. She put in a lot of work to make sure that her instructional time was maximized and to have her students run the classroom. They were able to get materials and start their work with minimal prompting on the teacher's part.

I would consider Mr. Berger proficient. He is losing some time in transitions however he is using his transitions to also teach. In order to be in distinguished, Mr. Berger would have to train students to make transitions on their own with just the signal. Furthermore, students will be able to redirect each other in a distinguished classroom.
