Absolutely! A huge chunk of classroom interaction is a teacher questioning and student responding. Therefore the type of questions asked determine the quality of the classroom interacion (for example, students engaging in deep thinking vs merely answering a yes-no question). I think teacher questioning skills can be effectively assessed through lesson observations and by transcribing recorded lessons.

Teachers ask thousands of questions every year. For example, just calculate... (20 questions per lesson X 5 lessons X 5 days X 35 weeks). If we just change the QUALITY of those questions, and also allow students to ask more questions, just imagine what will happen to the quality of learning!
