Pachinko parlors (similar to casinos) are a national pastime and a portal into Japan's seedy underworld. If you win big and get a bunch of Pachinko balls, you can exchange them for a ludicrously priced item (like a '$500 teddy bear) which you can take to an unmarked shop that will buy it from you for cash. This is how many people flagrantly skirt Japan's anti-gambling laws.
