Challenges like population growth, global conflicts, and climate shocks have slowed progress, putting the goal of universal energy access by 2030 at risk. To address this, the World Bank Group aims to connect 300 million people by 2030 through grid expansions, such as a $5 billion clean energy program in Eastern and Southern Africa and a $750 million project in Nigeria, alongside off-grid solutions like solar systems and minigrids. These efforts are supported by utility reforms and innovations to ensure affordable, sustainable energy for underserved communities.

Despite advancements, over 1.2 billion people, mostly in Africa and Asia, still live without electricity, affecting clinics, education, and businesses. Entrepreneurs like Sam Goldman and Ned Tozun have helped 30 million people in 60 countries with solar lamps that replace polluting kerosene. Individuals can contribute by adopting energy-saving habits, such as using power strips, covering pots while cooking, and reading appliance instructions for efficiency. Additional measures include home energy counseling, using public transport, walking or biking, improving heating systems, and supporting renewable energy projects. Small actions and informed choices can collectively drive progress toward achieving SDG 7.

Due to greater plant efficiency, such HRIs could lead to increased generation and emissions, known as an emissions rebound effect. The EPA Regulatory Impact Analysis for the ACE and other analyses to date have not quantified the magnitude and extent of an emissions rebound. We analyze the estimated emissions rebound of carbon dioxide (CO2) and criteria pollutants sulfur dioxide (SO2) and nitrogen oxides (NOX ), using results from the EPA's power sector model, under the ACE in 2030 at model coal plants and at the state and national levels compared to both no policy and the CPP.

Energy consumption drives 60% of global greenhouse gas emissions, yet progress is slow, with 660 million people projected to lack electricity and 2 billion relying on polluting cooking fuels by 2030. Achieving universal access requires investments in renewable energy, energy efficiency, and infrastructure, alongside supportive policies. Sub-Saharan Africa remains the most affected, with 2.3 billion people still dependent on unsafe cooking fuels. The UN targets include universal energy access, increasing renewable energy use, doubling energy efficiency, and fostering international cooperation for clean energy technologies.
