According to the article "rifles had a much greater range than muskets... weapons that could fire more than one bullet before needing to reload... hydrogen filled passenger balloons... telegraph enabled Lincoln to monitor battlefield reports." So basically all of these innovations brought new tactics including longer range skirmishes and scouting out enemy camps in balloons along with more death because of longe range firing and more than one shot before reloading.

So in order to win public support the best way was to go for victories without concern of the amount of men you will lose because all the people will think is another union victory.

According to Bragg " your president has decided on war," but according to Hunt "I hear much desire of your people for a fight. I have heard but one northerner express such a desire, andi it met with rebuke." After reading these two letters it is safe to say that both sides saw the other as the aggressor because of the information they were given.
