The purpose of the act is to make it a requirement by law that all parents educate their children, and by so doing, the concept of every child getting education started. It was not an issue of class, it was a humanitarian issue. The reasoning behind the act was originally a religious one, but it started the beautiful journey of education for the entire country. Children at this point were no longer subservient to the parents, but parents were required to act in a manner that was beneficial to the children themselves. It was the duty of the parents primarily, and the government secondarily, to ensure children go to school.

The United States of America is composed of all races of immigrants, during various periods of time. The fact that some families moved to this country early enough to educate their children and have them adapt to the language sooner than others does not make it solely the parents’ role to educate them. “The Supreme Court established in Lau v. Nichols (1974) that schools must offer students sufficient special instruction to be afforded equal educational opportunity.” (p. 334) This event made it feasible for everyone to equally educate their children in the USA, and hence, provided equality for students who struggle from language barriers.
