That this Assembly notes the recently published UN Committee on the Rights of the Child's General Comment 26 on children’s rights and the environment with a special focus on climate change; agrees that climate breakdown, pollution and the nature crisis are significant threats to children’s rights, now and for future generations, and that Government has a duty to uphold children and young people's rights to a clean and sustainable environment as part of the promises it made to children and young people through the UNCRC; recognises that despite legislation and strategies, the rights and voices of children and young people in Northern Ireland have largely gone unheard and unrecognised on climate and environment; calls on the Northern Ireland Executive [or Minister of Agriculture, Environment and Rural Affairs] to ensure that it invests in the meaningful participation of children and young people including the right to information, to protest, challenge and access legal complaints mechanisms as we progress in the implementation of the Climate Change Act (NI) 2022; ensures that effective and regular Child Rights Impact Assessments are conducted to understand (and resolve) how government decisions about the environment will impact (or are impacting) children – paying special attention to how children of all ages and backgrounds might be impacted differently; and recognizes that the Children’s Services Cooperation Act (CSCA) requires that government departments work together to consider the wellbeing of children which includes considering children’s rights in all decisions made about climate change.

Proposed Change to soften language

Replace- “recognises that despite legislation and strategies, the rights and voices of children and young people in Northern Ireland have largely gone unheard and unrecognised on climate and environment” with “acknowledges the various attempts at legislative and strategic initiatives whilst recognising the urgent need for the views and voices of young people to be heard and considered in accordance with their age and maturity, particularly on the issue of the climate and environment”.
