         <description><![CDATA[<div>If a problem or issue has enough popular support, public officials are more likely to set a systemic agenda or a governmental agenda to either solve or mitigate a it. Once this is achieved, opposing interest groups, businesses, or agencies will compete to convince public officials that their method of solving or mitigating a problem is the best. Not to mention that eventually, public officials will divide themselves on ideology and hear the voice of a group they agree with most. At the end of this part of the cycle, public officials will then debate and formulate policy until the proposal succeeds or fails.<br><br></div>]]></description>

The ATF department also is concerned with the issuing of gun licenses and tracing guns used in various crimes.</div>]]></description>
