Once this is achieved, opposing interest groups, businesses, or agencies will compete to convince public officials that their method of solving or mitigating a problem is the best. Not to mention that eventually, public officials will divide themselves on ideology and hear the voice of a group they agree with most. At the end of this part of the cycle, public officials will then debate and formulate policy until the proposal succeeds or fails.

Until a reasonable agreement can be made, both sides will suffer, as a true compromise would avoid infringing on any rights given in the Bill of Rights
