Signed into law in 2002 by President Georgia W. Bush.
Was later Replaced by ESSA (2015).
It was created because there was concern of the growing achievement gap that left poor/ minority students failing in school.
They created a system of testing and accountability to fix the problem.

Problems: "ONE SIZE FITS ALL APPROACH" that didn't take into account the needs of the communities. This testing took up to much of the class time. Because of the lack of personalization, schools often did not get the results that they wanted to see.
Positives: Good intention of having every student succeed, setting high standards for all students, and held individuals accountable.
