This shows how they were responsible for most of the killing during that time period. Most of them who did not know why it was happening since there was a language barrier. They did not know that they were signing them selfs off for labor.

The force Publique was the belgian army. They were also slaves and volunteers from Africa. They're the people who enforced the people who were being exploited to do their work. They were responsible for the 10 million deaths of the congo people due to hostage taking, rape, and more.

It also wasn't legal so they were doing it illegally. And to prove the force Publique killed all those people, they had to bring back the right hand of every person they killed
