         <description><![CDATA[<div>Separate states create separate schools on the basis of race between students.The idea of doing this was for both schools to be "separated but equal".  Educational values are based solely on race violate the Equal Protection Clause. It does not speak to improvements in black schools. The other side of this disagrees and says it violates factors in the fourteenth amendment.Another downside to this segregation is it effected the learning environment for African American  children.</div>]]></description>
