A Comprehensive View of Critical Literacy/Biliteracy Development for Multilingual Learners

Literacy and Biliteracy development is a complex process. There is no "one size fits all" model for effective literacy/biliteracy instruction. In current conversations about literacy models, much of the research excludes our linguistically diverse students. CABE presents a Comprehensive View of Critical Literacy/Biliteracy Pedagogy for Multilingual Learners that includes the research-based factors, skills, components, and instructional practices that must be implemented to ensure literacy/biliteracy achievement for multilingual learners.  Along with guiding participants in thoughtful analysis and participation in the current discourse around literacy, we provide concrete, practical examples of what effective literacy/biliteracy looks like in PK-12 instructional practices and scheduling. Join us in exploring this dynamic, teacher driven model!

Join us for the introduction session to the new California Preschool/Transitional Kindergarten Learning Foundations (CA PTKLF). Grounded in the most recent science of learning, the CA PTKLF describes the knowledge and skills most children age three to five and a half typically develop in a high-quality, equitable, inclusive, and responsive early childhood program. In this learning session, participants will explore, review, and recognize competencies children develop in nine learning domains.

Engaging Students with Inquiry AND Technology: Everyday Instructional Strategies!

Interacting with the DBQ (Document Based Question) Online platform, educators will use the DBQ Project 6-Step methodology, and actively engage in inquiry and literacy strategies that support critical thinking and evidence-based arguments. Meaningful interaction with content strategies will be emphasized. Specifically, audio support, and language and writing scaffolds to support listening, speaking, reading and writing skills. The DBQ Project offers curriculum units in both English and Spanish, with primary and secondary sources that provide students the opportunity to interact meaningfully with academic content. The units build student capacity in foundational critical thinking and literacy skills, as key components in supporting language development.

Operationalizing Sociocultural Competence in Dual Language Bilingual Education

This presentation will focus on the operationalization of sociocultural competence (SC) in DLBE programs and will be grounded in Palmieri's (2021) research on teacher perceptions of sociocultural competence in DLBE.  This session will provide participants with a) an overview of the current research on SC in DLBE, b) pedagogical practices to operationalize SC in the DLBE classroom, c) an opportunity to share ideas with other DLBE educators around the operationalization and conceptualization of SC, and d) space for critical reflection and dialogue around SC, guided by the Guiding Principles for Dual Language Education. Participants will learn about six pillars of sociocultural competence (Palmieri, 2021) a) critical consciousness, b) student identity development, c) teacher identity development, d) target culture/s development, e) Culturally Responsive Pedagogy, and f) student empathy development and cross cultural awareness.This session will encourage participants to engage in dialogue and reflection around their own perceptions of sociocultural competence, the pedagogical practices used to operationalize it in the DLBE classroom, and to engage in critical discourse around equity issues pertaining to DLBE programs. This presentation aligns seamlessly with the Guiding Principles for Dual Language Education because sociocultural competence is one of the three goals of dual language education. There are few resources for DL teachers to understand, define, and operationalize sociocultural competence theory, research, pedagogy, and practice- this presentation will allow for in depth understanding of the third goal. Sociocultural competence is the foundation for language learning and needs to be intentionally and deliberately operationalized in dual language programs.

Celebrating Bilingual Brilliance: Showcasing Student Language Proficiency, Sociocultural Competence and Cross-Linguistic Skills in Bilingual and Dual Language Classrooms

This interactive session will focus on how dual language students in grades 2 through 12 apply their multilingual/bilingual abilities in meaningful academic and social contexts. Attendees will experience live presentations of student work, hear student reflections on their multilingual/bilingual journey, and see examples of cross-linguistic projects that showcase their mastery of both languages. By aligning with the Three Pillars of Bilingual Education, the session will provide evidence that bilingualism is an asset to cognitive, linguistic, and social-emotional development.

Attendees will leave with strategies for encouraging and celebrating bilingualism in their own classrooms, as well as concrete examples of how cross-linguistic transfer can be integrated into student learning across different types of program models from 50/50 to 90/10 and two-way as well as one-way, including one-way developmental bilingual programs.

Reframing Teacher Agency for Critical Consciousness in the Dual Language Immersion Classroom

Bilingual/Dual Language Teachers are to design instruction that integrates a reflective critical lens when engaging in the development of oracy, language, literacy and biliteracy in the context of Critical Consciousness Pedagogy. This presentation will explore how to prepare Bilingual/DL teachers able to intentionally design instruction that interrogates the intersection between language and race in the classroom- language status, language use and hierarchy, monoglossic ideologies, code switching, linguistic borrowings, code meshing, racialized bilingualism, metalinguistic awareness and translanguaging. Participants will have opportunities to interact with constructs that unpack the positionality bilingual teachers when working with Dual Language Learners, Bi-Dialectal Learners and English Language Learners who speak languages other than English and non-standard variations of English.

De Frontera a Frontera: Transborder Voices de Resiliencia along the Cali-Baja Borderlands

In this bilingual Spanish/English multimedia session, we will feature an interactive workshop showcasing a short film about transborder students and educators. The filmmaker, a recent SDSU Transfronterizo graduate, will debut his film and answer questions afterward. A panel of transborder scholars from SDSU Imperial Valley and SDSU Mesa campuses will then discuss the challenges, resiliencies, and intersectionalities of living in the borderlands. Participants will engage in an interactive activity and gain a better understanding of how those who navigate the border daily survive and thrive in the US educational system. Guests will be invited to reflect on fostering the success of transborder students in their education systems at the Cali-Baja Borderlands.

In 2009, he received the 2009 Mildred Garcia Prize for Excellence in Research from the Association for the Study of Higher Education for his book, We ARE Americans: Undocumented Students Pursuing the American Dream. His follow up book, Americans by Heart: Undocumented Latino Students and the Promise of Higher Education, was selected for the 2013 Critics Choice Award by the American Educational Studies Association. He has been interviewed or quoted as an academic expert in various media outlets including NBC Nightly News, Time Magazine, the LA Times, Hispanic Magazine, the Washington Post, and NPR’s All Things Considered. He has also received various awards for his research on immigration and education including the Stanford University Distinguished Scholar Alumni Award, the early career scholar award from the Hispanic Research Special Interest Group of the American Educational Research Association and the Fulbright Fellowship. For the past four years (2015-2018), he has been selected for Education Week’s annual ranking of the top 200 university-based scholars in the U.S. who are doing the most to influence educational policy and practice.

Structured Student Engagement Strategies for Language Acquisition

Research shows that language learners need structured opportunities to use academic language across the curriculum. This session will introduce highly effective and research-based strategies that help integrate culturally and linguistically responsive practice and build academic language for all students. Students need meaningful opportunities for engagement, movement, interaction and collaboration. Teachers will learn how to incorporate language acquisition techniques into effective engagement strategies such as think/pair/share, numbered heads together, four corners, musical shares, tea party and choral response. These strategies will be introduced with added elements for language acquisition including a structured and explicit process, sentence stems, repetition, and comprehensible input. Videos from bilingual classrooms and live demonstration will show the power of these strategies and their flexibility to be applied to any content area and in any grade level (pre-K-12).

Unique Student Population: The Cross Border Student

Cross-border students experience a plethora of unique challenges that students in public schools in San Diego County normally face. They deal with legal barriers, including a sense of "statelesshood", regardless of their immigration status. From little access to the banking system to long commute times, educators must remain aware of the needs of cross-border students to properly support them in their journey accessing higher education opportunities.

• Mental Health and Open Communication Concerns: Do students feel confortable sharing their experiences with their school? 

• Ways to support cross-border students: How do we understand students' challenges to better serve them? What kind of services do they need?
