Summary- Representatives and direct taxes are appointment of several states.
Article 1, Section 8, Clauses 1, 2, 4, 5, 6
Congress has the power to lay and collect taxes, borrow money, establish an uniform Rule of Naturalization and Law on bankruptcies, coin money, and provide punishment for counterfeiting.
Article 1, Section 9, Clauses 4, 5, 6, 7
No tax shall be laid unless valid under certain circumstances, no tax or duty shall be laid on articles exported from any state, vessels from one state to another port are to pay duties, and no money shall be drawn from the Treasury.

House of Representative members are chosen every 2 year by the people, how to fill vacancies in the House, House picks the Speaker and officers and shall have the power of impeachment.

Article 1, Section 10, Clause 1-3
No state shall enter a treaty, alliance or confederation, grant letter, coin money, pass any laws, or grant title. without consent of Congress, no state shall lay taxes or duties on ports, and laws are subject to change by Congress. No state shall, without consent of Congress, keep troops, ships of war during peace time, enter into any agreement with another state, or with a foreign power, or engage in war, unless invaded.
