Do a systematic review  of the research area
Through the systematic review do a gap analysis 
From the findings of the gap analysis propose  a research title, problems identified, research objectives and research questions.
Use the 6 steps of doing systematic review  of the gap analysis.
Limit the search year from 2014-2019 or not less than 2009 (if there is limited studies)
Use at least 2 databases for the systematic review search
