Surface tension decreases as the temperature of the water goes up. Because the temp of the water goes up the molecules move faster disrupting the imbalanced forces on the surface of the water. Because of that it weakens the barrier lowering the surface tension. As water gets warmer it evaporates into the clouds later precipitated. It also increases the boiling point.
