Objectives are your intentions. What you want to do.

Outcomes are takeaways. Takeaways that are driven and supported by constructively aligned TLAs and assessment.

Some literature use instructional objectives as takeaways at the lesson level. We at MOHE, adopted the use of outcomes as takeaways at all levels. Objectives are basically statement of intentions, our intention.

Competencies are represented by statements of learning outcomes. So, Program Learning Outcomes are competencies to be attained thru the learning journey. Course Learning Outcomes are competencies to be attained at the course level in supporting and contributing the attainment of program competencies.

The clear distinction between OBE n Competency Based Educ is in the performance level descriptor. In OBE, competent as described by attainment of outcomes, is usually scored a grade of C. Descriptors in performance of outcomes attainment rubrics also provide for beyond competent performance, grades beyond C.

As for the at-work, the DOING in Miller, your CLOs and PLOs assessment can easily involve authentic assessment, the at-work environment.

Prof JJ and/or Dr Kathy : When one considers competence and competency, would it be right to say that OBE relates more to being competent, for actual assessment of competency you need a CBE as it is a measure of competence in the workplace or REACHING the DOES level in the Millers Pyramid?

So it's still pretty much outcome-based. But of course this is in an ideal setting. Sorry for my long comment.
