This website includes summary statistics for all school districts in the county. The English Learners in San Mateo, and it is interesting that from this data, "English learner counts do not include 405,018 students from 413 districts and independently reporting charters that did not certify their EL data." Why? did 413 Charter schools not report EL students? I was trying to find information to why charter schools wouldn't participate and lending the data out, but I did come across a website, "https://edsource.org/wp-content/publications/CharterSchools04.pdf on page 16 under the heading "Base funding for charter schools provides a set amount per pupil" stated, "In addition, charter schools receive about $111 for each student they serve who is identified as an English learner or eligible for
free/reduced price meals. Schools
receive double funding for each
pupil who is both poor and an
English learner." I found this interesting because why are so many children not accounted for as EL's. If I ever come across the answer I can definitley share if anyone is interested.

I temporarily haven't found the latest update figure. However, California represents one of the most diverse states in the nation. While nationally, DLLs make up about 30% of children birth to age 5 estimates in California are almost double, meaning California State accounts for about 60% of Dual Language Learners under 5 years old.

References:
Edsource.org
kidsdata.org
Caloforniadllstudy.org
air.org

According to the data collected in 2017-2018 in Santa Clara County a total of a total of 2,664,921 California public school students (English Learners and Fluent English Proficient) speak a language other than English in their homes. In the data collected, the first most used language is Spanish and coming next is Vietnamese. There is total of 14.3% of Spanish speakers and 2.5% of Vietnamese speakers. This number represents 42.8% of the state's public school enrollments. Seeing this data collected, moving forward I see no drastic difference for the years 2020 and moving forward.

Source:
http://www.cde.ca.gov/ds/sd/cb/cefelfacts.asp
