It is also the person(s) fault for getting themselves in the spot, unless say you are trapped in a cave with broken limbs, that is a good time to get public help as you can't do much, but when you went in the cave you knew there was a Risk ofgetting stuck and you are a little responsable. The public should be in charge of deciding if people who do risky things should be rescued if they get hurt or die. This is because the public will be affected by this decision. If it is something impactful on the majority of the public, like a fire is started in a house, the person should be rescued. However, if it is something stupid, like falling off of a cliff or seven story after doing something awful like riding a bike on the roof, the decision for that circumstance should be made in advance by the public. Also, the public should decide because they should not be forced to deal with others actions. If it is something awful that was not planned (like fire in house), that person most likely should be rescued. Although, if it is something stupid that the person planned to do, the public might decide in advance that they either want to rescue them, or if they want them to handle it themselves, and have the other people of the public to learn not to commit such foolish actions.
