The characters beliefs changed because in the first paragraph Pi didn't want to kill the fish and felt very guilty when he did but in the second paragraph Pi knew that it was what he had to do and he didn't feel guilt doing it

At first Pi was afraid to kill the fish and felt guilty. Towards the end, killing the dorado felt simple and easy.

Before he had morals and values he would follow in everyday life, but if he were to stick to them now, he would not survive.

He is not a killer either, he was just taking the necessary steps to survive. If he was in a " normal " or day to day standpoint then yes, but since he isn't we feel that he can get a pass.

In the second excerpt Pi did not hesitate to kill the fish. 
3. This development was necessary because if his development didn't change he would struggle to get food for Richard and for himself. 
4. Pi is still a killer, but he has sympathy for these fish. The main characters beliefs made such a drastic change between the two excerpts because he got used to needing to survive. When killing the fish he hadn't accepting the situation he was in. The second time when he had to kill a fish instead of focusing on the fishes life he was taking he was more concerned about his own and understood he had to get used to the situation. 
3. Yes this development was necessary. If Pi is to survive on the boat his only source of food would be fish. If Pi was never to live off of fish it would make his life much more difficult. This is a crucial step in the story progressing.
4. No Pi should not consider himself a killer. Pi has never killed for sport and did not enjoy killing the fish.
