Cooping usually occurs during the election time period and it is when someone is taken to a room and is sometimes beaten, then forced to change into different clothes, go vote, and may be rewarded with alcohol or other items. Historians believe this had happened to Poe and each time he had gone in to vote, he had received alcohol.
