But to do this he had to raise tariffs, there had to be a new Bank of the United States, and some internal improvements, including the building of roads, bridges, and canals.</div>]]></description>

         <description><![CDATA[<div>Robert Livingston hired Robert Fulton to build a steamboat with a powerful engine. Livingston wanted the steamboat to carry cargo and passengers up the Hudson River from New York City to Albany. In 1807 the Clermont was launched, taking 32 hours to get from New York City to Albany. It was very comfortable for the passengers. The steamboats reeled in a new age of river travel and by 1850 some 700 steamboats were carrying cargo and passengers within the United States. </div>]]></description>

Unlike earlier revenue tariffs, which were meant to provide income for the federal government, this tariff was designed to protect American manufacturers from foreign competition by placing high taxes on imports. </div>]]></description>
