    The 'assessment time' has been a consistent challenge and what programs are trying to do until a child is qualified.


    There also appears to be a lot of 'confusion' both in programs, TTA, and the regional office. There are mixed messages that are shared back and forth between the RO, TTA, and programs which have resulted in this confusion.
