The Charter is clear and the rights of an individual are well protected and freedom of expression seems to be relevant is this question even though English and French are the official languages.  Expression involves communication and assimilation is detrimental if it eliminates the primary language</title>

Can enable the immigrant to keep proficiency in their language AND increase the likelihood of attaining employment (if that is a goal for the immigrant) and build connections/ mitigate the risk of loneliness etc</div>]]></description>
