The way that each agency or department can stick to what it does is crucial. The size of the Executive Branch is larger than people realize, I think. It has grown over time because people have turned to the government to help maintain the safety and make-up of our country. The President is responsible for implementing and enforcing the laws written by Congress and, to that end, appoints the heads of the federal agencies, including the Cabinet.
