America did not take action until 1995 because it was seen as embarrassing for America to not take military action. Clinton refused to send in troops until he realized the war would not end until he sent troops to the former Yugoslavia. The UN was hesitant to send in troops in order to keep their neutrality, but after the Serbs took the town of Zepa and dropping a bomb in a Sarajevo market.
