Foundation 1) leg did not take a chunk of ACEs funding this year when they expected it to be taken; 2) BSB work has led to positive early childhood leg; expanded TANF $ to home visiting; increased public will for safe baby courts 0-3; and other TI leg; have started making changes at every level of policy; 

challenges: no one will be surprised that the bill farms that are talking to leg that many of the early childhood leg is against their interest (e.g., increase attack on social emotional devl/kicking kids out of school); the ideology is stronger than the logic (can talk all day long about the $)
