         <description><![CDATA[<div>1. Students are not bound by location yet instead are bound by interest, race, or club. Students are very closely tied to their direct group and want praise from their group. However, the desire to be unique also wars with these closely tied groups. Respect often is lost between these groups during culture wars. Students also have lost some communication  in real-time due to electronic communication. Students feelings in schools are often due to separation from communities.<br>2. It affects being able to provide relevant material as location is not a common factor now. Students also tend to lack attention towards something different than their true group. Group work is more difficult due to new senses of community. Students refuse to work with children they do not desire to work with. <br>3. Students often refuse to do group work now in groups that are not their preference, at all grade levels. Students feel cultural differences may be to blame for penalty due to these different interest groups and priorities.</div>]]></description>

         <description><![CDATA[<div>An aging population may fight school districts over the percentage of their property taxes go to pay for public schools.  In my county, a group of senior citizens started a ballot initiative to expand the current senior citizen exemption.  This would have impacted the funds available for our district.  They do not have kids or grandkids in schools, therefore do not understand the impact of quality public schools on factors such as property values and quality of life.  The school district  had to expend effort and resources to counter the initiative.</div>]]></description>
