These words inscribed in our Constitution obligate the government to protect the Filipino people's life, freedom, and property, regardless of their social class, gender, race, or conduct. These rights are not taken away from a citizen even if they are suspected of committing a crime; they are protected by the law. When the state refuses to recognize this, when it allows such oppressive injustice to be committed on its own people, it is the responsibility of each and every individual to rise up against the state's blatant misuse of power.

The concern of being persecuted by a broadcast journalist or other member of the media for refusing to identify the sources of news, articles, or commentary will soon be a thing of the past. The bill will not only increase journalist confidence in television, news agencies, and the Internet, but it will also recognize the crucial role they play in nation building, alongside print reporters.

The reason for this principle is that the identity of sources of a highly classified news report or information must be protected, or else the wellspring of data for news commentary, abridged expressions, and unadulterated pleasure will dry up, and the press's mission of checking and balancing and exposing wrongdoing will be annihilated.

 

After all, the administration of justice does not deal primarily with speed and delay, when reasonable under the circumstances, does not by itself violate the right of accused to a speedy disposition of cases.
