They hoped this would balance out the amount of free and slave states. The Kansas Nebraska act of 1854, written by Stephen A. Douglas, created two territories that were given the choice. This caused much conflict because the north sent in citizens to make the state a free state. The south sent citizens to make the state. These events were very violent and some say it was a major cause of the U.S. Civil war. This showed that resolving these problems politically was virtually impossible. However this caused much conflict and violence. Free and Slave states would send people into these new territories to convert the territory into the state they wanted. There were many skirmishes that often left people dead.
