Schools filled with primarily low-income students often don't have to same access to tech that could help their students learning and understanding of the subjects being taught. As educators, we're dedicated to helping and teaching these students the best that we can with what we're given and can afford. I think the only thing you can do in a situation like that is work with what you have and try your best to give students a quality education with your limited resources. Tech doesn't have to be the only fun and interactive way to learn. Games and activities can be done without the use of personal tech (e.g. phones and laptops) or the internet. Paper and pencil assessments can be traded in for group projects that are done during class time and, if available, a computer lab day or days dedicated to the research needed for them.
