It was a coded message from Germany to Mexico promising funding if Mexico surprise invaded USA and that they would gain their lost Southwest territories but Mexico was in a civil war, Germany was being brutally blockaded and also USA could fully dismantle Mexico in months. This plan was discovered by the British over the Atlantic and they sent it to USA . Also the leader of Mexico obviously declined this offer</div>]]></description>
