I believe that the colonial administrators were responsible for the murder of most of the Congolese people. I believe this because due to the demands of King Leopold the II they murdered most of the people. there were so many people who died so I don't think they killed all of the people, but I think most of it was them. As it states in the article "Your obedience to authority resulted in the murder of about 8 million people from 1890 to 1910. Lastly I the article it states that the colonial administrators witnessed a ton of murders.
