The two reasons seem to have nothing to do with each other but they actually go hand in hand. Here is how, the central government could not collect money to pay for an army. And along with that the states had lots of war debt that they also could not pay off because again they could not collect money from colonists. Along with that the government also needed 9 out of 13 states to pass laws which took a lot and the states had there own money systems. But the last straw was Shays's Rebellion. This was a rebellion to protest Massachusetts's tax on land. In my opinion I believe the best power the AOC gave the government was the power to negotiate treaties. They also had the power to mint money but it was not worth much for two reasons. One, the states also printed their own money. And two the central government printed to much which caused inflation. The main weakness was that it made the central government to weak in general. The central government could not tax the colonists to pay for government or militia. The central government had no way to protect its people because they could not pay for a military.
