He was more scared of  being beat then the repercussions of him burning the house down with people inside, including a sick bedwritten grandma. 

Also him seeing "Bags" over his head, what did that mean?

He thought he triumphed over his father for killing the kitten, he thought it's death was justified over a small dumb sense of achievement. But in the end, he realizes the repercussions and the morality of his actions, and he realizes he not only has to deal with the physical consequences but he must also deal with the mental consequences.
