Even today, there are people trying to make immigrants not allowed inside the USA, but there are also many stages of immigrants. There are visas, GC's, and citizenship whereas before if you were in the country, you were allowed to live there. Today you need to have visas and much paperwork before you are allowed to live as a legal immigrant. Back then there was also much hardships to get to America and passing the tests.
