That means that a King or Queen are the heads of the goverment. To be more specific, the UK is a parlimentary democratic country. This means that people can vote in elections for the MPs otherwise known as the Members of Parliament. Their legislature is split into two seperate houses, The House of the Commons & The House of the Lords. All togther the UK has 3 branches of goverment. Just like the US they have the Executive, Legislature & the Judiciary. This means they can still veto the King & Queens decisions. It allows you to protet your rights in the UK courts & urges public organizations  including the gov, police, & local counsils to treat everyone fairly & with respect.
All judges must read and give effect to other laws in a way which is compatible with Convention rights. It is also unlawful for any public authority to act in a way which is noncooperative with a Convention right. The Human Rights Act basically protects your right to life. It protects your life, by law. ''The State is required to investigate suspicious deaths and deaths in custody.'' It gives protection against slavery & forced labour. Althought the Prime Minister is elected by the King or Queen. Then the Prime Minister is responsible for choosing  the members of the goverment. The members of the Parliment are elected & taken from a list of candidates each year. ''The leader of the largest opposition party is the Leader of the Official Opposition, which for the Commons and Lords is currently the Labour Party.'' The Shadow Cabinet is elected by the Leader of Opposition. In order to become a MP in the UK Goverment you must be 18 years or older & be a british citizen. All in al the Prime Minister decides most of the Goverment. For example, children under 16 are allowed to roam around a pub, as longas they're supervised & not given any alchoholic drinks. People also 16 or 17 can drink beer, wine or cider with a meal if it is bought by an adult & with an adult when being consumed. This also counts for a pub. Children under the age of 18 cannot buy any type of tobacco. 
Although some towns and cities have local rules prohibiting drinking alcohol in public.

Shopkeepers are considered breaking the law if they sell solvents to people under 18 who seem they are going to use them inappropriately. The US is a republic & the UK is a constitutional monarchy. The UK goverment isn't split into branches while the US is. The UK has a King & Queen, while the US doesn't, they have a president. They have a Parlimentary Goverment. The US has a Presidental Goverment.
