         <description><![CDATA[<div>Below is the list of the core documents I think would be ideal for a museum to develop in order from most important to develop to the last and the reasons why. <br>1. The first and most important core document I think that should be addressed first in a museum is the mission statement and vision statement. The mission statement is essentially the heart of the museum. Every action of the museum revolves around this statement and thus is the whole embodiment of the museum. Without this foundation established, the museum wouldn't really even exist or at least operate smoothly. The vision statement involves asking questions of where a museum will see itself in the future. Such as its relationship with a community, its audience, and how it will encourage the growth of the museum. This ties into the mission statement in that it establishes the foundation of the museum and without these thoughts and visions the museum will not continue to grow and progress. <br>2. The second thing that would need to be established would be the strategic planning. This the setting of goals for the museum and figuring out ways to achieve those goals. I think this follows right behind the mission and vision statements because it seems to be an extension of those statements. Figuring out the goals the museum would first need to be established. Then the museum can make goals and further its operations and activities. <br>3. The third document that would need to be created would be the Institutional Code of Ethics. This is promoting the obligation to the mission, how to conduct affairs well, and how to resolve conflicts. I think this would be up in the top three because without a sense of established ethical and legal morals the museum couldn't truly operate as an entity promoting the good of the public. The establishment could become caught up in its own selfish needs if a Code of Ethics isn't established and followed. <br>4. The next document to be established in my opinion would be the collections policy. This is how a museum manages its collection. This would involve factors such as deaccessioning, loans, collections access, care of collections, and other aspects. Without establishing this core document, a museum wouldn't be organized enough to function as a museum. Without the management of the collection, the collection itself could be in danger of damage and other factors such as even being lost. <br>5. The fifth core document would be the disaster preparedness. This involves preparedness, prevention, response, and recovery when dealing with a disaster or emergency. I think this needs to be established in a museum or else the museum could lose its business in the future due to the lack of organization and preparedness if a natural disaster or any kind of disaster occurs. Artifacts and other items could be lost in a disaster all because a museum didn't establish and keep up on its disaster preparedness. Without this, the museum makes itself more vulnerable to unknowing future events. <br>6. The last core document I think a museum would establish would be its handbooks and manuals. These involve board, staff and volunteer, and museum operations manuals. These items are important but I think its much better to establish the foundations of a museum first such as the mission and vision statements, strategic plans, and other items listed above and then move the outlines of a museum such as duties of the board, how a shift is run, or even the dress code. These aspects are important but I like to think of them as the icing on the cake of a museum. </div>]]></description>

         <description><![CDATA[<div>I think the ideal order  for museum to develop the core documents should be as follow. ( Rank from most important to least)<br>1) The mission and vision document . These two documents are the guiding star for all of the future museum developments. Without them, museums will not be able to correctly position themselves, and lost the meaning of "existence"<br>2) Strategic planing . This document helps museums "visualize" the current positions and recognize what they should do in the future span to achieve the mission and vision.  Without a concrete goal and a throughout analysis, it's impossible for museums to operate in the right direction that fulfill it's target.<br>3) Institutional code of Ethics. I put it in the third place with a very simple reason. If the previous two documents give museums the meaning and directions of developments, then without the ethic code, everything built will be futile.  <br>4) Collections policy. Collections are the lifeline of museums. They are the mediums which disseminate the voices of museums to the visitors. A delicate and systematic collections policy will be crucial for any levels of museums.<br>5) Handbooks and manuals.  Meet problems? Don't know what to do? Feel confused about museums' policies? Don't worry, these two buddies will remind you how to solve the routine problems and help regulate the staffs to be responsible members in the museums' communities.<br>6) Disaster preparedness. I put this one in the last because the possibility of meeting a huge, destructive disasters at the very beginning phase of the museum development is pretty low. So, compared with other core documents, I think we can put it aside a little bit at first, and after everything settled down, this document must be raised to the top priorities and prepared with the highest caution. </div>]]></description>

         <description><![CDATA[<div> My list for the ideal order of core documents. ( Ranked<br> from most important to least)</div><div><br></div><ol><li>Mission and Vision Statement- I think that the mission statement is the most important of the core documents. The mission statement is “the heart of the museum”. This acts as a guide to the purpose of the entire museum. The mission and vision statement must be constantly looked at to ensure the museum is moving in the right direction.</li><li>Code of ethics- I think the code of ethics should be listed second when ordering core documents. This code of ethics seeks to make sure the interest of the public is placed over all else. This code also holds the museum to a higher standard by keeping it in line with the mission statement. I think this code is very important because it helps keep the museum running ethically. </li><li>Strategic planning- I think that the strategic planning should be next in order. This looks at the museum in its current state and sets goals for the future. I think that this is incredibly important because it ensures that the museum will grow and move forward. </li><li>Collections Policy- I think this policy should be listed next. The collections policy is important because it helps manage all the collections. This is crucial for the museum to stay organized and able to insure and keep all items in it under control. </li><li>Disaster preparedness- I believe that the disaster preparedness plan should be listed fifth. This is important to the museum because it is a set plan to enact when an emergency occurs. This is crucial to prepare for the unexpected. This document focuses on prevention, preparedness, response, and recovery. All are important parts of handling unplanned situations. </li><li>Handbooks and Manuals- This is the final core document I would list as least important. While the handbooks and manuals are important to the function of the museum the core documents I listed first are more important in my opinion. I think that these are vital for the well being of the museum but can be listed sixth because they do not directly impact the mission of the museum. </li></ol>]]></description>

         <description><![CDATA[<div>My list of documents (ordered from most important to least)<br><br></div><ol><li>The most important document for a museum is a <strong><em>mission and vision statement</em></strong>. These two documents set the groundwork for the museum, and without them, the museum has no direction on how to be run. You cannot have the following documents without this document which outlines the goal and idea for your museum. The museum must follow the mission statement at all time. </li><li>The second most important document is <strong><em>the code of ethics</em></strong>. With the mission statement in mind, a museum must find a way to preserve and secure their artifacts for the future in a respectful and ethical way. The code of ethics should help the public respect and learn more about the things housed in the museum, but the code of ethics should also help keep the museum in line with the mission statement. </li><li>The third most important document is <strong><em>the collections policies</em></strong>. What is a museum without it’s a collection? A museum must have policies for how it’s collection is taken care of, how it is being preserved, what the collection needs to be preserved (i.e. room temperature, storage environment) and then important details about the collection itself. To follow that a museum needs to be prepared for anything that happens to it’s a collection, which leads me to #4.</li><li>The fourth most important document is <strong><em>disaster preparedness</em></strong>. I saw many people put this lower down on their list, but I think being prepared for disaster is one of the most important things museums can do to preserve their legacy. Unfortunately, things do happen, and because of this, museums need to be prepared, with things like insurance plans, preventative measures, and emergency response plans.</li><li>The fifth most important document is <strong><em>strategic planning.</em></strong> With the mission statement and code of ethics in mind, a museum has to plan what it’ll do to keep the items in its collection, receive loans from other museums/libraries/private collections/etc, and donations. A museum must plan out its goals and try to plan around that. </li><li> The final document is the <strong><em>handbooks and manuals. </em></strong>While important, I believe you need all of the following above before you can make a handbook for your museum. You need to be able to compile information from the collections policy, code of ethics, strategic planning, and disaster preparedness to make a handbook that abides around the mission statement of the museum.</li></ol>]]></description>

         <description><![CDATA[<div>Melissa Trepa 4/4/19<br>1. The most important document for a museum is their mission and vision statement. This is because without this component no direction or guidance can be made for the rest of the decisions of a museum, without a clear understanding of why the museum exists or is operational in the first place. The mission statement is the basis of all decisions alongside the vision statement and must be at the forefront of all other decisions. <br>2. The code of ethics is the second most important document. This is because following an ethical code allows for a moral standing of the museum and for the integrity of the work and people functioning with one another. Without ethics, conflicts would rise that would shatter the progress and development of exhibits and exhibitions. This also helps to preserve and protect artifacts, inform the public, as well as the staff of rules and expectations of operations. <br>3. The collections policies should be third most important, because without collections policies there would be no operating process to determine where collections come or go in a museum, how they are treated, or how they are preserved and therefore there would be no record of how to function with collections. However collections are what make museums the most authentic possible so policies need to remain in place for their preservation and practical use.<br>4. Strategic planning is an essential tool used to operate the ins and outs of the museum, to seek out goals of the organization, and to remain focused on the mission and vision of the museum at hand. Having a strong, organized, and thought out strategic plan will allow for events, exhibits, and collections to run smoothly and be displayed so the goals of the museum can be fulfilled properly to complete the mission the way it was set up to be practiced to be.<br>5. Disaster preparedness remains a vital component to documents, because they help determine the value and preservation of collections themselves as well as protect those people who visit the museums in case of an emergency. Without the visitors or the collections many museums would cease to operate, so providing a plan for emergencies is essential to preserving and protecting as much as possible if they were to arise. <br>6. Finally, the final documentation of value is the handbooks and manuals. They offer a way to process the other essential documents into a usable manual or handbook to fulfill the tasks of operations within the museum and allow for everything of value to somewhere to find it. </div>]]></description>

         <description><![CDATA[<div>I put the core documents in the order that I would use them to build upon to make the museum successful. <br>Katee Bates 4/4/19<br><br>The first important document is <strong>the Mission and Vision Statement</strong>- The mission and vision statement are the heart of the museum.  This document is helps to make important decisions regarding the museum and its collections. This is a reminder of the museums mission and provided guidelines to fall all of the time. </div><div> </div><div>The second important document is the <strong>Institutional Ethics Policy</strong>- I placed this item second because if the museum is following the mission and vision statement then the next thing it should be doing is putting the public’s interest first. The ethics policy should be built around the mission and vision statement. It is a supporting document that makes sure that when the museum is collecting items for the museum, they are doing things in an ethical way </div><div> </div><div>The third most important document is the <strong>Institutional Strategic Plan</strong>- once you have developed the vision and mission statement, and then have developed an Ethics Policy to support that it is time to figure out where the museum is going to from here. How will the keep the items in their collections, will they have rotating exhibit’s, how will they choose those exhibit’s. The museum must plan for the future and make appropriate goals and plans to reach those goals.  </div><div> </div><div>The fourth important document are the<strong>Handbooks &amp; Manuals.</strong>These documents help to support the other documents above. You cannot make a handbook or manual until you figure out why you need them. The handbooks and manuals can provide a reference for employment guidelines, what is expected of the board of directors and how to support the vision and mission statement. </div><div> </div><div> </div><div>The fifth important document is the<strong>Collections Management Policy. </strong>The collections management policy. If there are not any artifacts in a museum, it would not even exist. A museum needs to have a plan on how to acquire the collections, how they will take care of the artifacts, and other details that might pertain to each individual exhibit. This policy will also help to decide what will happen if something happens to the collections either the artifact or just the popularity of the collection. </div><div> </div><div>The sixth most important document is the <strong>Emergency Preparedness</strong>. You never know when emergency am will come along Museums house priceless artifacts that cannot be replaced. If there is a robbery, natural disaster or just accidents museums need to be ready. The staff and board need to know that will happen next and adjust their plans accordingly. Also since you have visitors in your museum you need to have a plan on what to do if a disaster strikes while they are in the building so that they feel safe in an unsure situation. </div>]]></description>

         <description><![CDATA[<div>I believe the most important core documents in order start with:<br>1. Mission and Vision statement, <br>2. Institutional strategic planning <br>3. Collections management policy <br>4. Institutional ethics policy <br>5. Emergency Preparedness <br>6. Handbook manuals<br><br>The order I chose to me seems the most important. I know the museum has to have a mission and vision before starting any ideas or goals. Why does it want become a certain museum or and what point do they want to me. Everything needs to be based around mission and vision. <br>With strategic planning comes exhibitions and educational tours and other ideas. This comes next because it has to follow the idea of the mission and vision planning. It would be important to set goals how what the institution would want to accomplish. <br>The policies come next. Once the policies are worked on, it would be easier for the staff and volunteers to know how to keep things running. Keep the institution running smoothly and have a guideline to follow.<br>I place Emergency preparedness in fifth place because emergencies are less likely  happen. Though in case there is one it's better to understand what to do in such a situation. <br>Lastly, I put the Handbook for the reason I believe once everything else has been put together. the handbook would be easier to write. Though it is important everything else needs to be put together before a handbook is written. </div>]]></description>

Every museum operates under the mission and vision statement they create for themselves. This creates a solid foundation to start developing the direction the museum will take and help form new goals and ideas. </div><div>Strategic planning decides how the museum will function and what is needed to do it efficiently without hurting the experience of visitors. The mission and vision statement helps shape the strategic planning of the body and soul of the museum. In this process tours and exhibit ideas start to form as ways to get visitors into the museum. </div><div>The ethics policy comes next to make sure that all of the things that were developed in the planning stage are done in a moral and ethical way to show respect to the displayed items.</div><div>Collections management policy relates to the direct care of the collections and the funds that will be used to do so. Also this policy helps keep records on the collections which includes how they acquired them. </div><div>Emergency preparedness is important, but is not as import as making sure the museum has a vision, plan, and policies set in place first.</div><div>The handbook is last on my list because all of the work is already done and will be a lot easier to complete last. All the information above just needs to be compiled into the handbook. </div>]]></description>

         <description><![CDATA[<div>I believe that the documents should be in the order of,<br>1. The Mission &amp; Vision Statement<br>2. The Code of Ethics<br>3. The Collections Policies<br>4. Strategic Planning<br>5. Disaster Preparedness<br>6. Handbooks &amp; Manuals<br><br>I chose this order because to me, each one felt like it perfectly had a place there. The Mission / Vision Statement is the first thing that you should see and is the most important part of any business or in this case, a museum. This is the core values / goals of the museum.<br>Next, I chose the code of ethics because museums are going to be laying out the ground rules after their mission statement. They want to be doing everything in an ethical way and with this code of ethics, they know exactly what is right and presumably, what is wrong.<br>Third, I chose the collections policies. Collections are vastly important to a museum and literally what they are made up from. Objects need to be cared for and preserved in their own careful ways and without these policies, people would not know how to preserve them correctly.<br>For the fourth option, I chose strategic planning. Strategic planning helps the collections run smoothly. They need to know where to go and where to be placed, right? This way, everything is laid out in its own place and having . strong backbone is what helps businesses/museums prosper. They do not need to be floundering and not knowing what to do. <br>Next, I chose the disaster preparedness. Disaster, although no one likes to think about them, is ultimately something that needs to be thought of in the case of a museum. Do they have a back up plan? Will their collections be safe during a powerful storm or a flood? With disaster preparedness, hopefully that is the case.<br>Finally, I chose the handbooks and materials. Everything needs to be thought about and collected before the handbooks are made and that is why I made it the final option. Everything needs to be done first.</div>]]></description>

Firstly, I believe that the mission and vision statement is the most important thing to confirm, the mission and vision statement of a museum is like a value or goal of a museum, and a museum need to confirm its goal first. <br><br></div><div>Strategic planning is the second most important thing to do, strategic planning not only include culture improvement, also include business improvement, in the other words, museum need to cooperate with local economic parts. <br><br></div><div>The code of ethics is important too, ethics is the only way to manage the employees and help managers to regulate employees’ behaviors. Code of ethics need to teach when a employee first enter the museum as a trainee<br><br></div><div>The collections policies are kind of same the ethics, but less important compare with code of ethics, because policies is kind like a punishment, which cannot insert a principle standard into employee’s mind<br><br></div><div>Disaster preparedness is less important than those, because I believe a museum rarely have disaster like fire, however, disaster preparedness is the fundamental of a museum, means that a museum need to have a clear hallway for guest to exit in case of emergency.<br><br></div><div>Handbooks and Manuals is the least important among all above, I believe it is a traditional way to introduce the museum, but now it is not necessary at all.<br><br></div><div> <br><br></div>]]></description>

         <description><![CDATA[<div>I believe the Core Documents should be developed in the following order:</div><div>1. Mission Statement--the “heart of the museum,” this document is the single most important statement the museum can make. It states the fundamental purpose of the organization, and provides the basis for all decision-making and budgeting made by museum staff.</div><div>2. Strategic Plan--From its inception, an organization needs a strategic plan to develop its vision and goals, determine the steps needed to reach them, and assign responsibility. This plan implements the mission statement.</div><div>3. Institutional Code of Ethics--this one was difficult to rank. It honestly needs to be in the background of steps one and two as well, but I believe the organization needs the mission statement and strategic plan first in order to limit what elements need to be considered for the code of ethics; otherwise ethical considerations can be too broad. However, in moving from what I would call the necessary “planning” documents to what I would call “implementation” documents, I believe a code of ethics needs to underlie everything that comes after.</div><div> </div><div>The three remaining documents are factual, operations-based documents which always relate back to the three above. Here, I have opted to put the document related most closely to museum objects ahead of the one related to museum staff and the one that museum staff needs to know, but they are sort of interchangeable:</div><div>4. Collections Management Plan--the document about how to handle museum objects.</div><div>5. Emergency Response Plan--I put this here, because I believe it must be in place before the last document can be adequately prepared---but it could easily be #4, as collections management must also consider emergency response.</div><div>6. Board and staff handbook--the document about how to handle museum staff (simply put).</div><div> </div><div>Overall, the mission statement, strategic plan, and code of ethics are broad, vision-based documents that must be developed first in order to underlie everything the organization does. The collections management plan, board and staff handbook, and emergency response plan are more factually-based implementation documents to govern operations.<br><br></div>]]></description>

Next I would create the strategic plan, that helps add to the mission statement. This forms initiatives for the museum to operator under, such as fundraising. <br><br>Next I have Collections management, which I believe is essential once the the museums vision is formed to set in place conditions of collections. Next I have the Ethics policy, for setting up general museum guidelines. Following ethics, I have the Handbook manuals, which set in place guidelines for staff and employees. Finally, I close with the Emergency preparedness which talks on how they can handle disasters and unplanned events. </div>]]></description>

         <description><![CDATA[<div>Personally, I think the ideal order of the six core documents from the most important to the least would be: </div><div>      I.         The mission and vision statement. </div><div>This document acted as the heart of museum. It’s a guide that lead the entire museum system and ensure the system are developing on the right track.</div><div>    II.         Institutional code of ethics</div><div>I put this as the second most important core document because its show the right way of how to implement their goal. This also allows you to examine where you are now and set realistic goals for the future. Following the strategic planning a code of ethics needs to be put into place. This will lay out how business should be done to be in compliance with the law and with your mission and vision for the museum. I don't believe that a collections policy can be created until you have a concrete mission, plan and a policy regarding ethics. By doing a collections policy after the first three you know why, what, and how you should be collecting and how the collection should be cared for. Disaster preparedness is important, but I believe that the first four documents can help get you into business while a disaster plan can help you stay in business. This will help provide staff with a plan for the collection and the museum should the unforeseen happen.  The final document on my list are the handbooks and manuals.  These are last for the simple reason that all of the previously listed documents should be included in them. <br> <br><br></div>]]></description>

Now you know the big idea and what collections are needed for accession to meet this need. The Mission and Vision Statement would be formed just as the museum was transforming from an idea into something which might become a reality, in order to give direction for the formation of the museum.  The Institutional Strategic Plan would follow as a guide to how the museum would be formed in the coming years, lending a more concrete outline to a new museum from the Mission and Vision Statement. As the museum began to collect pieces, prior to opening, the next step would be to formulate a Collections Management Policy in order to take care of the objects newly acquired. Several months away from opening, the Handbooks and Manuals for each position would be created as the new museum was hiring and wished to have clear delineations for how each position would function. Only a few months away from opening, as part of the promotions, the Institutional Ethics Policy would be formulated to instill trust in the public about the position of the museum in the local community. Lastly, prior to the museum's opening, after the museum has been built and is nearly ready to open, the Emergency Preparedness Policies would be written to ensure a safe grand opening and running in the future.</div>]]></description>

Institutional strategic planning: Institutional strategic planning is important but not as important as the other ones because this is determining the plan for the future. While this is an important plan, the plans for the current day needs to be created then the one for the future can be created and this order will help determine this plan. <br>6. Mission and Vision Statement<br>I think this is the most important because it shows the public what the museum will focus on and how they want their museum to be perceived.  It would both show what the focus is for the museum as well as trying to envision what the future would hold and the direction that they want to go in.<br>2. Collections Management Policy<br>A collections policy should be second since a collection is what is fundamental to a museum. You need to know the steps behind acquiring objects for your collection, how to maintain them, and the proper way to deaccession if the situation calls for it.  It also encompasses everything from acquiring objects to obtaining loans.<br>3. Emergency Preparedness<br>It is always good to be prepared for any sort of emergency.  Having a good plan in the case of an emergency is a very good idea so that people are not scrambling around in the event that an emergency, such as a flood, is going to happen.  Not being prepared means that there could be a terrible loss for the museum because nothing was ready for an emergency.<br>4. Institutional Strategic Plan<br>Strategic planning could also go with creating the Mission and Vision Statement since they are both central for how a museum is to function and the future goals that the museum may have.  Since the goals are the main focus of the strategic plan, it is very important to develop this plan early on in the museum planning process.<br>5. Institutional Ethics Plan<br>The Code of Ethics plan is important to have in any setting.  Every year, employees do sign a Code of Ethics (I had to sign them yearly at my office jobs) and the importance of them were stressed on all employees.  It is important to know guidelines behind any sort of business or anything that serves the public or is in the public eye or interest.<br>6. Handbooks and Manuals<br>Even though it's at the bottom of my list, it is still important to have any sort of handbook or manual for employees to look at and get to know.  Each business has an employee handbook and a museum is certainly no exception to that.  Not only is an employee handbook is important, but also a manual in how the museum should operate is as well.  It is a good idea to have anything that can be considered a manual or a handbook on hand so that it can be referenced if need be, just like any of the other core documents on this list.</div>]]></description>

         <description><![CDATA[<div>1.    Mission and Vision statement: This is really the entire purpose of the museum, and without it, the goals and ideas that serve as the foundations of what a museum hopes to achieve is lost and disorganized.</div><div>2.    Collections management policy: The collection is the star of the show, and I think the policy should be ironed out sooner rather than later because it is so critical to the success of a museum.</div><div>3.    Emergency Preparedness: Museums deal with countless artifacts that are important to human culture, there’s no reason why any object should be needlessly at risk due to a lack of emergency policy.</div><div>4.    Ethics policy: I believe the first three documents listed serve as a basic foundation for a museum. The ethics policy should come after the more critical infrastructure is taken care of. The remaining documents can be built off of the ethics policy.</div><div>5.    Strategic Planning: In order to succeed, the museum needs a long-term strategy. This is extremely important, but is not as critical as the other ones listed above.</div><div>6.    Handbook and Documentation: Employees and people involved with the museum on a professional level need to understand what they are doing and why they are doing it. This is an important set of documents, but should definitely be last because all of the documents listed before it need to be established before this document is truly useful.<br><br></div>]]></description>

Handbooks and manuals<br>I think that the mission and vision statement is the most important part of a museum since it defines what the museum stands for and what its goals are. This should be developed first. I think that a strategic plan is next since it looks to the goals of the museum - it is necessary to help the museum grow and move into new territory. Emergency preparedness is next since I feel it is important to look at prevention, preparation, and response to possible situations before they arise. Ethics policy is up next since it is very important that the staff of the museum are on the same page when it comes to the obligations, resolutions to issues, and potential conflicts that can arise when the museum is in its planning stages and to examine them again as time goes on. I think collections management is next since with an ethics code in place, it can be used to better prepare a cohesive and ethical preparation and management policy for the items in the collections. The last is handbooks and manuals since some of the codes and ideas for those can arise as the first five documents are being formed!!</div>]]></description>

You would create the mission and vision statement first because then you would know how to construct the rest of the documents needed for a successful museum. The mission and vision statement would help guide you through the grueling process of creating the core documents. The strategic plan and ethics policy would be next considering that constructing a plan would be helpful in the development of a museum. The ethics policy is important as well because this will give the staff guidance in tough decisions that arise early in the developmental process of the museum. Emergency preparedness would be created next because it is never too early to be aware of what to do in an emergency. The collections management policy follows considering that it would be nice to have an emergency plan ready before you started discussing the collections management aspect of the museum. You would end the process by establishing handbooks and manuals for the various job positions found within your museum. These handbooks and manuals are key to a museum's success because they obtain information pertaining to day-to-day operations of the museum. </div>]]></description>

         <description><![CDATA[<div> </div><div>In in ideal world, a museum would develop all six core documents before it opened to the public, as all of the documents are essential to optimal museum operations and are interrelated and dependent upon one another. However, if the museum could only develop one at a time, I would suggest the following order: </div><div> </div><div><strong>1.)</strong>    <strong>Mission and vision statements – </strong>because the mission statement is the “heart of the museum” and the vision statement guides the direction the museum wants to grow in the future, these core documents should be developed first as they serve as the foundation and guiding structure for the rest of the core documents and museum decisions to follow. The other core documents should be developed in a way that supports and furthers the mission of the museum. </div><div><strong>2.)</strong>    <strong>Institutional ethics policy </strong>– this core document should be developed second because the institutional ethics policy could guide critical museum business, such as how to ethically acquire or deaccession objects, what constitutes a conflict of interest for a board member, and the policies for addressing a staff member who violates said ethics policies, as well as guide the policies and procedures outlined in the handbooks and manuals of the museum. It is also important for the museum to begin its operations in an ethical manner and to present a show of transparency and openness to the community it serves. </div><div><strong>3.)</strong>    <strong>Collections management policy – </strong>this core document should be developed early in the museum’s inception because it is essential to determine how to and which objects to acquire for the collection as well as the policies and procedures for accessioning, documenting, describing, and displaying those objects. Although not all museums have collections management policies, it could create trouble down the line for a new museum if it acquires objects without such a policy and then does not have the appropriate procedures in place for deaccessioning or disposing of objects that do not serve its mission. This core document is more of a priority for object-focused museums, such as art museums. </div><div><strong>4.)</strong>    <strong>Emergency preparedness – </strong>although the chances of an emergency affecting a museum might be small, its impact could be so large that it is important to have an emergency preparedness plan in place to mitigate the impact of a disaster if one occurs. Such a plan needs to be put in place in advance and be well understood by staff so they are able to execute it quickly and efficiently in the event of a disaster. Additionally, since emergency preparedness plans are ultimately created to ensure the safety of museum visitors and employees, they are essential documents for responsibly operating a museum. If a museum is more likely to experience a disaster (e.g. located in an area prone to natural disasters or a potential terrorist target), this document will assume greater importance and it should be developed earlier. </div><div><strong>5.)</strong>    <strong>Institutional strategic plan – </strong>this core document should be developed after the mission and vision statements, which will guide the strategic plan. Although this document is listed fifth, it is still an essential document for guiding the museum’s day-to-day operations as well as longer-term planning. It will help the board and museum leadership set the actionable goals that will lead the museum to fulfilling its vision as well as create the measurable goals that will provide direction for the museum’s day-to-day operations, as outlined in its handbooks and manuals. </div><div><strong>6.)</strong>    <strong>Handbooks and manuals – </strong>after the “30,000 foot level” documents are developed, the handbooks and manuals should be developed to guide museum policies and procedures at a more granular level. Although a museum could technically function without handbooks and manuals, they will provide greater consistency across departments in the institution, greater mission alignment, and a more seamless visitor experience. Although some policies and procedures could be put in place before the opening of the museum, the handbooks and manuals should be updated once the museum starts functioning to take into account board member, employee, volunteer, and visitor experiences (e.g. a reimbursement policy outlined in the handbook may be too cumbersome in real life and is subsequently streamlined). </div>]]></description>

         <description><![CDATA[<div>If a new museum could only develop one core document at a time, I think an ideal order would be:<br><br></div><div>1.       Mission/ Vision Statements</div><div>2.       Emergency Preparedness documents</div><div>3.       Collections Management Policy</div><div>4.       Institutional Ethics Policy</div><div>5.       Handbooks and Manuals for staff and board</div><div>6.       Institutional Strategic Plan<br><br></div><div>I would start with some form of a vision statement, and then at least a first attempt at a mission statement (which the board might later edit), because museums don’t exist without a vision and mission. <br><br></div><div>Next I would have emergency preparedness documents ready to go. Emergencies can happen at any time, so it would be good to have a plan in place even before the museum starts to build its collection.<br><br></div><div>I would develop the collections management policy third. That way, there is a mission and vision guiding the accessioning process and an emergency preparedness plan to help protect the objects. Without any collection, there is not museum, so I would want the documents that guide how to build the collection to come pretty early in the process. I think it might be good to have a collection at least started before creating the board and hiring staff, since there is no use for a staff without a collection.<br><br></div><div>Fourth I would try to develop the Institutional Ethics policy. I think it would be good to have this in place before bringing on most of the board and staff. Museums exist for public good so ethics are key. I’d want to make sure I’m bringing on board members and staff who can unite behind this same code of ethics.<br><br></div><div>Before hiring most of the staff I also think it would be ideal to have handbooks and manuals ready to go for them. I’ve found it is easier to teach people how to do things the right way from the start than try to change processes later, so it would be good to have documents ready for onboarding staff and bringing in new board members.<br><br></div><div>I would make the institutional strategic plan last. I think it is just as important as the other documents, but it seems like a lot of the planning involved in it would be impossible to do before the museum exists. It would be hard to predict visitor numbers without a collection started. It would be hard to predict budgetary goal before having any staff hired. To me, the other documents seem to help guide in creating the museum. This document guides the museum in growing and succeeding once the museum has been created.<br><br></div>]]></description>
