The whole debate around NGOization is key - what are the advantages and disadvantages around promoting institutionalization - clarity of vision is needed. 

Momentum around localization, locally led development is a key opportunity to fund RLOs. How are we pushing for flexible, better quality funding? For those who are not using the localization framework, using a different framing - social protections? - with a similar intent.

Capacity-Building Initiatives: Empowering Refugee-Led Organizations with the necessary skills for effective fund management is a key priority. Capacity-building programs are essential to equip these organizations with the knowledge and tools needed to navigate financial complexities, ensuring the optimal utilization of resources and enhancing their overall impact.

Need more solution seeking approaches through financing/tech - this is going to benefit efforts. Coming together, align thoughts and push boundaries and shape solutions is helpful in the context where the solution seems to be limited, but there are more creative ways to be explored. 

Private Sector Actors who have not been traditionally present of the aid sector: Financing is seeing these actors stepping into refugee support and refugee funding. Increasing awareness on financial and non financial resources.

Nuanced conversation on risk and determination of what’s a risk concern and what’s a risk perception: What do we all mean by risk? Where does this definition come from? Is anyone willing to shift from the framing of this from negative to positive? Why does the risk framework hold different standards for different organizations.

Iterative: Flexible funding mechanisms need the nuance of looking at what is permitted infrastructure wise - for example, hiring the right people. Can we start looking at as investments, not funding. This implies we have a number of things we need to do, and it is a more transactional framing. So we have a funding mindset, not an investment mindset. 

Language as power: 

• How do we feel about reclaiming language - "investments" considered as a private sector term. 
• Funding/ Grants
• Grantee Partners? Partners? 
• Investments? 
• Decolonizing language
