         <description><![CDATA[<div>Impact of Jay’s Treaty:<br>France sees this as an alliance with their enemy. [American &lt;—&gt; British ]<br>They begin to seize American Vessels. [Stop Enemy Ships, take supplies]<br>Adams Response: Sent an Diplomatic Envoy to France. [3 American Negotiators, maintain neutrality]<br><br><br><br>French deported 2 of our 3 &nbsp;<br>and the third one was told that they wouldn’t talk until they paid up. [Bribe] - Disrespectful.<br>Adams Response:&nbsp;<br>John Adams goes to Congress and gave a speech. In the middle of the speech, he indirectly spoke about some French officials, referred to them as X, Y, Z.&nbsp;<br><br>He asked Congress to appropriate funds to build the U.S Navy. [Not to start war with France, but to provide safety to American Ships going to Great Britain.]<br><br><br><br>The rest of the Adams administration is an ongoing undeclared naval conflict between United States and France called the Quasi War.<br><br>We won’t shoot at them, If they don’t shoot at us.<br><br><br>XYZ Affairs- The failed diplomatic negotiation to make peace with France. (Did not achieve peace , but made it worse. )<br><br>President Adams sends a second envoy to France. [ They were able to negotiate peace ]</div>]]></description>
