So if there is a limit on how many kids you can have then the child death rate wouldn't be as high. 

This statement appeals to Pathos. It "tugs at your heart" knowing kids die because families don't have the money for sanitary things or to pay for medical expenses.

If people keep having as many kids as they want that number will drastically increase. Form August 2016 to September 2016 that number had increased by 90,000.
