1.) he said I, meaning that he is talking.
2.) Charlie is telling you what he saw not what anyone eltes could see.

This is another example of charlie trying for a very long time and finally succeeding. 

Strong willed:

“I think that maybe I fell but Joe Carp says it was the cop they beat up drunks sometimes. I don’t think so!” this shows that charlie, even with low intelligence, believes in himself more than he believes in others.
