It keeps states accountable by demanding each school tracks the progress of ELL learners, and requires states to standardize criteria for designating ELL learners and reclassifying them.

I learned that ESSA requires multiple measured to be used to assess ELLs, not just standardized tests. I also learned that there is more tracking and reporting of ELLs progress at all levels of language learning, even after exiting, which leads to more data and accountability and allows students to continue getting supports needed. There are also disadvantages to ESSA because there is not more funding or emphasis put on professional development so teachers can be trained in how to teach ELL students.

The article I read brought up some interesting changes to hold schools more accountable for the success of all students, not just students who traditionally do well on tests. The first is holding schools accountable for the success of subgroups within the school rather than how well the school does overall. If a school does well but a specific subgroup of students struggles, that school is held accountable for the struggles of that group rather than getting a pass for the other numbers that do well.

Sean Gunn
