lack of social security numbers is a chronic issue. . . if students don't have them, we can't enter them and employment can't be tracked by state. Also, we have to report that the students are not in labor force when in fact, the ARE working

Historically, we lose 25-30% of enrolled students before they reach 40 hours. Regardless of what we try to do to retain them. When you are losing that large of a percentage, it make meeting the 65% post-testing rate difficult.
