It was used with the intent to implement the Persians and their culture/customs with the Greek / Macedonians under one rule. The policy was quite polarising among people as Persians appreciated it while the majority of Macedonians were against the idea of being on even footing with people who were described as "Barbaric".  

Examples of Alexander's attempts to implement the Policy of Fusion include the practice of Proskynesis, the weddings at Susa, and also other small details which were significant to both people being that Alexander would wear traditional Persian clothing and becoming married many Persian women.
