It is a precise analysis of the climatological situation: Model-based regional climate analysis. The study is conducted by LIST (Luxembourg Institute of Sciences and Technology). The analysis is divided into the

categories "thermal well-being in outdoor spaces", "improvement of night-time ventilation" and "reduction of indoor heat load".

Administration communale de la Ville d’Ettelbruck - Luxemburg

The City of Ettelbruck is actively engaged in sourcing adequate trees / hedges in the process of roadworks and public space design. The implementation of the green zones is the first step of the spatial planning procedure. The necessary infrastructure and pavements are adjusted accordingly in order to account for a maximum of de-hardened surface and reduce the aspect of overheated urban

areas. The selection of tree or shrub species is carried out by our internal gardening team in cooperation with the associated partner (Lycée Technique Agricole). In order to improve public acceptance and further develop the City’s approach, the project of Cool Neighbourhoods will implement a pilot project in Ettelbruck. A surface of 12.000 m² (which is currently used primarily as a car park) will be de-hardened in order to provide 39 new high trunk trees as well as 2.500 m² flowery meadows. The remainder of the surface will be converted into a green area with benches and recreational area for the citizens. The area is in a floodable zone of Ettelbruck and various existing materials will be reused either on site or at different locations in line with the City’s circular economy guidelines. The impact of

the pilot of the air quality is measured through data collection and surveys before and after the implementation of the pilot. The data collection will be carried out beyond the project lifetime in order for the City to provide long-term results highlighting the benefit of green space on cooling down neighbourhoods. Additionally, the pilot will provide necessary input into the business model developed in WP3 as well as the teaching modules developed in WP1. Valuable input towards the liveability index will be obtained through the citizen involvement of the pilot (survey’s and workshops).

Commune de Wiméreux - France

The centre of Wimereux is concerned by heat risks, especially for vulnerable publics. In order to improve the liveability of inhabitants, Wimereux plans to green the main square (place Albert 1er) and adjacent buildings (tourist office) through nature based solutions (see investment description) and will involve target groups in the project: elderly people and children. This part of the city has been identified as highly concerned with heat stress, particularly in the summer period. Wimereux has already developed a guidebook and a masterplan for their pilot area and will make a neighbourhood pilot approach based on the SID's framework by Except. The main spirit for the “Place Albert 1er” is to create a gathering place where people can refresh themselves (greener surfaces, dehardening, innovative materials etc...), be informed by local staffs of what to do during heat waves. Wimereux will also participate in the project developed neighbourhood heat stress action plan, training scheme and citizen science initiatives by sensoring the impact on heat-stress and the buildings.

But intervention could not be implemented within the lifetime of the project for the agglomeration, despite City of Saint-Omer’s pilot project on a school. On COOL NEIGHBOURHOOD, CAPSO wishes to build on the COOL TOWNS experience to implement a pilot together with the City of Saint-Omer on its Urban Renovation Programme within the historical heart of the City. This challenging pilot project - the Quai des Salines - will allow implementation in close Locally CAPSO contributes to the infrastructure study and works of the pilot site (Quai des salines) implemented by Ville de Saint-Omer and is in charge of parts of the urban works programme. Mostly CAPSO runs the Urban Renewal programme of this neighbourhood, including its integrating social urban development policy programme with a strong engagement in citizens’ participation. In particular, CAPSO leads the community programme attached to the Salines Neighbourhood and the Council of inhabitants, a specific target group to involve in Citizens science.

Middelburg - Netherlands

Middelburg will be the LP and will coordinate the project and financial management, as well as WP 2. Middelburg will coordinate the activities and progress of the project management and communication and dissemination of deliverables, outputs and results. LP Middelburg and the other WP leaders will share the responsibility to coordinate all transnational activities. In WP1, Middelburg will contribute in the co-design and implementation of training schemes for its civil servants. By providing the knowledge to adapt the trainings to the relevant needs of the city for its different neighbourhoods, the trainings will help to increase the understanding of urban heat challenges and capacity to use technical measures and policy solutions in every day practice as well as long term policy. In addition, Middelburg will contribute to setting up the empowerment schemes for residents and selected target groups and will test them in the two pilot area's.In WP3, Middelburg will bring in its experience from Cool Towns (intervention catalogue, Urban Heat Atlas and Roadmap for mitigating heat stress in urban areas) to feed in the neighbourhood typology specific intervention catalogue. Middelburg will collaborate closely with the HZ to experiment further

their citizen science approach, by measuring inhouse temperature and collecting social science data through sensors and user-surveys. Based on the the experience in CT and the Climate Atlas of the city, we look for an integrated approach to optimise liveability. Pilots (WP2): The city will work with twinning partners and partner Except to make an neighbourhood heat stress action plan for the Edelsteenbuurt, location Dauwendaele (3000 households / 136 ha,

socially deprived neighbourhood) as well as for the inner city (1100 monumental buildings, densely paved neighbourhood). Then, it will pilot relevant greening and de-hardening interventions in these neighbourhoods, supported by a participatory process with inhabitants and local organisations. In this way, the pilots will enhance climate awareness and the neighbourhoods' liveability, empower local

stakeholders, and build capacity at local and regional level (see descriptions of investments 2.1 and 2.2).

Gemeente Goes - Netherlands

The Municipality of Goes will carry out the development and implementation of a Neighbourhood-Heat Stress Action plan for two different neighbourhoods:

1. greening the area around the municipal office (green hub for the neighbourhood).

2. making the city center greener. These pilots will transform the public space into a cool and green neighbourhood and thus increase the quality of life in the area. The pilots provide knowledge about the approach and participation and about the various solutions and products. In addition, the pilots contribute to raising awareness about tackling climate problems. We will contribute our experience in setting up a joint training scheme for the development and implementation of action plans for neighbourhoods, heat and stress. In addition, Goes will contribute to setting up the empowerment schemes for residents and selected target groups and will test them in the two pilots. In addition, stakeholder results will be fed back to WP1, improving the quality of training programs. By measuring the results and experimenting with citizen science, we gain insight into the effects of the

various solutions. This knowledge is used for the neighbourhood typology-specific intervention catalogue, but also for drawing up a guideline on citizen science and to gain knowledge about sensor techniques (all in WP3). The pilots will provide input for the quality of life strategy that is part of the output of the Cool Neighbourhoods project.
