Some Fashion store owners did not agree with how women who participated in the culture were dressing and behaving. This caused some clothing stores and boutiques to refuse to sell any type of clothing similar to that of the Flappers, and sometimes even refuse service to Flappers.

The slang term "flapper" may derive from an earlier use in northern England to mean "teenage girl", referring to one whose hair is not yet put up and whose plaited pigtail "flapped" on her back, or from an older word meaning "prostitute". The slang word "flap" was used for a young prostitute as early as 1631.

Flappers were seen as aggressive for wearing excessive makeup, drinking, treating sex in a casual manner, smoking, driving automobiles, and otherwise changing the social and sexual norms. They challenged the previously accepted ways of society in every regard.

During World War One, women entered the workforce in large numbers, receiving higher wages that many working women were not inclined to give up during peacetime. In August 1920, women's independence took another step forward with the passage of the 19th Amendment, giving women the right to vote.
