Domestic laws are created by the government, above other social rules or norms, and demonstrate the jurisdiction of the state within the territory. It reflects the foundations, civilization and will of the country.It is mandatory and binding, with a system of penalties to ensure compliance. Domestic law therefore guides the bottom line of what citizens of the country should do.
International law governs behavior between states and with international actors.In theory, the UN has the power to establish international law and adjudicate cases through the International Court of Justice (ICJ).However, the United Nations has no law enforcement authority or direct means to ensure compliance by national and international actors.The UN Security Council can impose economic sanctions on countries or take military action, if all permanent members agree.
