There are many underlying factors. Some of these are individual, relationship, community and societal factors. The first level is individual, which explores biological and personal historical factors. Some characteristics in this level are impulsivity, low education and substance abuse. 
The second level is relationships, which means that people who are violent may be influenced by friends/family members, allowing for abuse to continue in a cycle. 
Next there is the community level. Some characteristics here include a high level of residential mobility, diverse populations and high population density. These may be associated with violence. The prevalence of violence is higher in communities suffering from poverty or physical deterioration. 
Lastly there is the societal factor, showing that some societies have normalized violence due to numerous factors such as male dominance, parental rights and political conflict.

Each of these categories is then further divided into who is causing the violence; self-directed, interpersonal, or collective. Then measuring the extent of the violence is done by looking at mortality rates, health data, crime data, community data, and more. It is the result of a number of different complex factors; individual, relationships, community and society. All factors are interlinked, having influence on each other. There is a strong correlation between these four levels and factors an individual may face, such as cultural norms, poverty, social isolation, and alcohol abuse. -Programmes can be implemented in schools in order to show children that violence shouldn't be tolerated.
-Steps need to be implemented to better help victims of violence.
-Public health officials can do much to establish national plans and policies to prevent violence.
-A chance in society needs to be implemented to prevent people from turning a blind eye to acts of violence, or sign of violence.
-Main issues are that there is seen to be an acceptable level of violence, when there should be zero tolerance to violence. 
-A lot of times, only obvious signs of violence is dealt with, and hidden signs are being ignored.
-emotions tied to violence can make the topic of violence a much more issue to deal with

Primary prevention is aimed at preventing violence before it occurs, secondary prevention is referred to as an immediate response to violence and tertiary prevention refers to long-term care in the wake of violence, for example rehabilitation is a prevention strategy. 

There needs to be a response that doesn’t just protect and support victims but also promotes non-violence. There are also needs to be changes to circumstances and conditions that give rise to violence. Strategies that should be employed to prevent violence include increasing the monitoring of public places such as school and workplaces, addressing gender inequalities, addressing cultural norms.

It is measures through different headings on the report including crime, economics and mortality. A high prevalence in low income families and countries. Fatal incidence is difficult to account for. the issue of Availability on this topic comes as little surprise.
