Only free men were considered citizens. Athens had a council of 500 that created laws, and an assembly that agreed to those laws.

Sparta was an oligarchy, meaning several people shared the power. The Council of Elders was made up of 2 kings and 28 wealthy men and made the laws. They embraced beautiful art and architect, and wealthy people wore fancy clothes and fine jewelry.

Sparta was in fertile farming lands, but got most of their food by plundering their neighbors. They made war most important, so had simple buildings and clothing. Boys were taught until the age of 14, then went to school. Girls did not receive an education and learned household tasks.

In Sparta, the purpose of education was to produce soldiers. Spartan boys lived in barracks, were taught to withstand pain, and weren't fed well.
